Asked about the Iran-Iraq war that stretched for eight ghastly years after breaking out in 1980, Henry Kissinger is said to have quipped, “It’s a pity they both can’t lose.”

The pity is that we have lost that exquisite wisdom  concerning our national interest, despite a two-decade road to hell paved by good intentions — at least compassionate intentions — from Kosovo to Kandahar. If that isn’t clear enough from the latest killings of American soldiers stuck like sitting ducks between the Afghan Taliban and other Afghan Islamists, all doubt is removed by Elliott Abrams, the longtime Republican foreign-policy solon who served as a top National Security Council official during the heady days of the Bush “Freedom Agenda.” “Can there be a group anywhere in the world today more disappointed in United States foreign policy than those fighting the Syrian regime?” Abrams, a distinguished public servant whom I admire, asked this week in a post on the Corner.

That’s the concluding rally cry of the U.S. Department of Defense’s newly issued guidance on the “Proper Handling and Disposal of Islamic Religious Materials — Service Members/Civilian Training.” Here’s how it works: Mainstream Muslims throughout the Middle East believe, based on the Koran and other “Islamic Religious Materials,” that if an infidel force invades a Muslim territory, its members must be killed until the force has been driven out. They further believe that if non-Muslims commit some act — even an inadvertent one — that Muslims perceive as insulting to Islam, a campaign of murder and mayhem is justified.

Our response? We will hold sacred the beliefs held sacred by others.

Egypt Releases Seven Americans . . . but Is There a Catch?

The AP reports that Egypt’s transitional military government has lifted a travel ban against seven of the 16 Americans currently being tried for their work with organizations that allegedly took illegal foreign contributions — work that incited protests against the military rulers, the government alleges. The report takes this development (which includes the release of Transportation Secretary Ray LaHood’s son) as a signal that the crisis is being resolved. The 16 Americans are among 43 “civil society activists” being tried. Though the trial started Sunday, it was promptly adjourned for two months (until April 26). In the meantime, the American defendants have not been required to attend the trial and, more significantly, the three judges resigned from the case, citing “uneasiness.” The country’s top prosecutor is said to have lifted the travel ban at the recommendation of the case’s investigating magistrate.

First the Ahmadi, Then Everybody Else

It isn’t al-Qaeda that’s slaughtering religious minorities in Muslim lands.

Their crime? These Muslims have the temerity to suggest that Mirza Ghulam Ahmad, an Indian who died in 1908, was the promised Mahdi — the redeemer of Islam — and not one of the false prophets about whom Mohammed had warned. They compound their offense with condemnations of violent jihad, maintaining that man’s inhumanity to man is ultimately conquered by love and kindness. So, of course, the Ahmadi Muslims have to die.

They are killed in Muslim Pakistan. They are killed in Muslim Bangladesh. They are killed in Indonesia, the world’s most populous Islamic country and, putatively, its most moderate. It was there, in a village in West Java last year, that hundreds of Muslims wielding machetes, sharpened sticks, and stones set upon on an Ahmadi home, brutally murdering three men and maiming several others. True to form, Islamic clerics raced to the fore to rationalize the savagery as being provoked by Ahmadi heresy. The ringleaders were sentenced to less than six months’ imprisonment, with the country’s minister of religious affairs callously explaining that religious freedom was certainly not freedom to “modify” Islamic beliefs — and equating Ahmadi preaching, which is banned, with flag-burning.

Their latest gambit, which I’ve been expecting from the get-go, is to offer up the IRGC intermediary in the plot, claiming he was an infiltrator from the MEK, the Marxist Islamist group that was once part of the Khomeinist regime, but had a falling out with them over power-sharing 30 years ago.

My first book, The Iranian Islamic Revolution, published way back in 1986, dealt with the historicity of the 1979 Khomeinist Revolution in Iran. In it, I exposed the Khomeinist regime’s long-term ambitions and revisionist account of events that led to the Shah’s overthrow and Ayatollah Khomeini’s ascent to power in the alleged Islamic “Republic” of Iran. From my observatory in Beirut where Hezbollah and the Iranian Revolutionary Guard (IRG) were growing into a force to be reckoned with in the region and beyond, I absorbed and digested the thinking and logic of Tehran’s strategists. Boiled down, that strategy involved sending as many mixed signals in as many directions as possible so as to confuse opposing forces and make them tentative. This would allow the Khomeinists to pursue their global ambitions with minimal opposition.

Over the last several years Hezbollah and its patrons in Iran have greatly expanded their operations in Latin America to the detriment of inter-American security and US strategic interests. Today, Hezbollah is using the Western Hemisphere as a staging ground, fundraising center, and operational base to wage asymmetric warfare against the United States. Venezuela’s Hugo Chávez and other anti-American governments in the region have facilitated this expansion by rolling out the welcome mats for Hezbollah and Iran. US policymakers must increase their attention to this problem, expand their assets in the region, and develop a comprehensive strategy to combat this threat in a sustained and meaningful way.

Key points in this Outlook:

  • To ward off its international isolation and undermine US influence in the region, Iran, with its Hezbollah proxy in tow, has made a major diplomatic and economic push into the Western Hemisphere.
  • Hugo Chávez in Venezuela and other radical anti-American populists have made common cause with Iran and Hezbollah in waging asymmetric warfare against the United States.

Quds and Zetas

The revelation that the Iranian Revolutionary Guards Corps and its Quds Force had plotted to kill Saudi Arabia’s ambassador to the United States–by blowing him up as he dined at a Washington restaurant–is a stark reminder of the nature of the Tehran regime and its ambitions. But perhaps the most disturbing aspect of the story is that Iran’s thugs are developing a strategic partnership with Mexico’s most violent thugs: Los Zetas may only be the second-largest drug cartel in the Drug Enforcement Administration’s rankings, but they’re probably the most lethal. The gang is said to have formed around a platoon’s worth of deserters from Mexico’s special operations forces, and became the elite troops of another Mexican drug organization, the Gulf Cartel. The leader of that cartel got himself arrested, and the Zetas moved out on their own.

As new information about the alleged Iranian plot to assassinate the Saudi ambassador in the U.S. continues to surface, keep in mind many of the seemingly unrelated particulars many counterterrorism analysts and experts have pointed to for years – and politicians have far too-often dismissed as unimportant fear-mongering – regarding the Iranian-Hizballah threat in the Western Hemisphere, particularly as regards the threat of the Iranian Quds Force (tasked with directing this latest plot) and Hizballah terrorists operating in central and South America.

Politics aside, let’s examine the facts and connect a few of the dots.

Logo FoxNewsThe Iranian navy plans to move naval vessels out of the Persian Gulf and into the Atlantic Ocean, “near maritime borders of the United States,” the Tehran Times reported Tuesday.

According to the English-language paper based in Tehran, the announcement came from a top Iranian naval officer on Tuesday.

“As the global arrogance (forces of imperialism) have a (military) presence near our sea borders, we also plan to have a strong presence near the U.S. sea borders with the help of the soldiers who are loyal to the vali-e faqih (supreme jurisprudent),” said Rear Admiral Habibollah Sayyari, as quoted and paraphrased by the Tehran Times.

Iran’s hosting of Taliban reflects desire for greater role

Iran quietly hosted a delegation of Taliban members in Tehran this month in a powerful and unusual signal of its ambition to shape the trajectory of the Afghanistan conflict as U.S. troops begin to withdraw.

Iranian officials had apparently hoped to facilitate a meeting between the delegation and Burhanuddin Rabbani, a former Afghan president and leader of the country’s reconciliation efforts, who was attending the same conference in Tehran, his associates said. Although that did not happen, the presence of the Taliban members suggests Iran has cultivated deeper ties with the insurgent group than was previously known and is stepping up efforts to influence its eastern neighbor as the U.S. role recedes.

In 2007, French President Jacques Chirac suggested that an Iranian nuclear weapon wouldn’t have an offensive use. “Where will it drop it, this bomb?”, Chirac mused. “On Israel?”.

Iran has mastered the fuel enrichment stage of its nuclear program and has proven its ability to enrich uranium to as high as 20 percent.

Assessments are that if it so decides, it would take Iran just a few months for it to enrich a sufficient quantity of uranium to over the 90% that would be required for one nuclear device.

The Arab uprisings are changing the geopolitical map. When old allies might become new enemies, a country like Iran has a lot to lose. Teheran is now concerned about becoming even more isolated — and for good reasons.

Qatar, for one, which used to be aligned with Iran, has switched sides. The small Emirate that owns the powerful satellite television channel Al-Jazeera now prefers to side with the rebels, and is supporting the uprising in Syria — another move away from Iran. If the Syrian uprising topples the regime, Damascus will probably not continue good relations with Teheran, a choice that will also have political repercussions in Lebanon.

The creation of the new government has made Hezbollah the most dominant political force in Lebanon just six years after the “Cedar Revolution,” which placed the group on the defensive and forced its Syrian patrons to leave the country. With control of the Lebanese government, a vast social-service network, an army of soldiers and operatives, and an arsenal of more than 40,000 rockets, Hezbollah has arguably never been more powerful.

Nuclear Cooperation between Argentina and Iran?

With the help of Venezuela, there is reason to believe that Argentina is cooperating with Iran on its the nuclear issue in a deal that involves Argentina’s willingness to drop the accusations against Iran for the 1994 bombing in return for business.

In a confidential letter that was sent by Congresswoman Ileana Ros-Lehtinen, who chairs the House Foreign Relations Committee, to Secretary of State Hillary Clinton, Ros-Lehtinen sought to establish “status of any possible economic projects Argentina may be engaged in with Venezuela that may involve Iran.” Ros-Lehtinen also sought to establish “the extent of any nuclear cooperation that may be at play between Argentina, Venezuela and Iran.” The letter was co-signed by Florida’s Republican Congressmen Connie Mack and David Rivera. “We are writing to express our concerns about information that our offices have received about potential efforts by Iran of nuclear cooperation with Argentina, using Venezuela as its intermediary,” the three legislators wrote.

In June, a computer hacker group, Luiz Security, commonly abbreviated as LuizSec, targeted the Arizona Department of Public Safety (AZDPS). LuizSec has claimed responsibility for several high profile attacks; this time, however, the 440 megabytes AZDPS documents displayed a bulletin mentioning the presence of Hezbollah militants operating in smuggling corridors on the U.S. border with Mexico.

The document, from the Tucson Police Department, is dated September 20, 2010. At the time, just few months earlier, the Kuwaiti daily newspaper Al-Seyassah published an article saying that operatives of the Lebanese terrorist group Hezbollah were employing Mexican nationals to set up a network in Latin America to target Israeli and Western interests. According to the newspaper, the Hezbollah group’s alleged leader, Ali “Jameel” Nasr, a 30-year-old Mexican national of Lebanese descent, was arrested in the Mexican city of Tijuana in July 2010. The Kuwaiti daily also mentioned that for a period before his arrest, Nasr was under surveillance by Mexican authorities. He was also reported to be travelling frequently to Lebanon to receive instructions from Hezbollah, and making trips around Latin America, including a two-month stay in Venezuela in 2008.

Pakistani officials have announced that the Chinese look favorably on taking over the operation of the Arabian Sea port of Gwadar close to the entrance of the Strait of Hormuz, and perhaps building a naval base for the Pakistanis there as well. The Chinese have apparently contradicted these claims, indicating that they have made no such decisions on these matters.

The fact that Pakistan should want deeper Chinese involvement with this strategically located port, even as the Chinese are hesitant to do just that, should surprise no one. Gwadar is where dreams clash with reality.

The Israeli Left was once an optimistic place. But that is no longer the case. It once promised peace and happiness. But that is no longer the case.

Today the Left is marked by equal doses of doom and gloom, irrationality and delusion. It operates in a closed universe in which reality has no place and opposing views are systematically ignored.

The Left’s defeatism was brought home to me last Thursday during the Ariel University Center of Samaria’s conference on Law and Mass Media. There I participated in a panel entitled, “Is the idea of a ‘two state solution’ feasible or doomed to failure?”

Israelis can be excused for wondering why Brazil and Argentina unexpectedly announced they recognize an independent Palestinian state with its capital city in Israel’s capital city. Israelis can be forgiven for being taken by surprise by their move and by the prospect that Uruguay, and perhaps Paraguay, Chile, Peru, Ecuador and El Salvador, will be following in their footsteps because the Israeli media have failed to report on developing trends in Latin America.

And this is not surprising. The media fail to report on almost all the developing trends impacting the world. For instance, when the Turkish government sent Hamas supporters to challenge the IDF’s maritime blockade of the Hamas-controlled Gaza coastline, the media were surprised that Israel’s ally Turkey had suddenly become Hamas’s ally and Israel’s enemy.

I sometimes wonder where some of our smartest people get their ideas.  Take Defense Secretary Bob Gates, for example.  Discussing the possibility of military action against Iranian nuclear weapons facilities, he said: “And if it’s a military solution, as far as I’m concerned, it will bring together a divided nation, it will make them absolutely committed to attaining nuclear weapons and they will just go deeper and more covert.”

I don’t get it.  Is there some sort of evidence? What could it possibly be, aside from the sort I get from my Ouija board?  So I try to imagine one of the tens of millions of Iranian opponents of the regime. Perhaps he’s got a relative in prison; he probably knows people who have lost a family member or two to the regime’s killers and torturers.  He dreams of a free Iran, of an end to the humiliating circumstances in which Iranians now find themselves: widely considered to be terrorists, barbarians, and savages. And then one day somebody blows up a bunch of nuclear labs, some secret military installations, and RG headquarters in the major cities. Does that guy now rally round the supreme leader? I don’t think so.

It looked like a revolution in reverse. The announced victory of Viktor Yanukovich in Sunday’s Ukrainian presidential election undid that country’s Orange Revolution of 2004 by returning to power the very man whom tens of thousands of pro-democracy protesters came out to defeat. And this is only the latest in a series of apparent setbacks for democracy in recent years. Over the last decade we have seen the collapse or discrediting of not just the ‘Orange’ movement, but many of the other so-called ‘rainbow revolutions’ across eastern Europe: the ‘Rose’ revolution in Georgia, the ‘Cedar’ revolution in Lebanon. Then there’s Vladimir Putin’s transformation of Russia into an ‘electoral authoritarian’ state, the undermining of democratic institutions by Hugo Chavez in Venezuela, and the rise of China as a successful authoritarian moderniser.

When Columbia University President Lee Bollinger introduced Iranian President Mahmoud Ahmadinejad at his school in September 2007, he denounced him as a “petty tyrant.”

Ahmadinejad is many bad things, including a Holocaust denier and a strong proponent of a nuclear Iran. But as recent events have underlined, Iran is not quite a tyranny, petty or grand, and the office Ahmadinejad occupies does not give him final say in Iranian affairs. That role is more truly occupied by Ayatollah Ali Khamenei, head of the Council of Guardians and Iran’s supreme leader.

A real tyranny would never permit elections in the first place—North Korea never does—nor would it allow demonstrations contesting the election results to spiral out of control. Yet Iran is no liberal democracy. So what kind of beast is it? And in what ways should we want its regime to evolve?

Political scientists categorize the Islamic Republic of Iran as an “electoral authoritarian” regime of a new sort. They put it in the same basket as Hugo Chávez’s Venezuela or Vladimir Putin’s Russia. By this view, Iran is fundamentally an authoritarian regime run by a small circle of clerics and military officials who use elections to legitimate themselves.
