“Hizbullah forces continue to hold the two Israeli soldiers captured on 12 July.(14) Although they are reported to be alive, the International Committee of the Red Cross (ICRC) has not been allowed access to them. Israeli forces captured at least 20 Lebanese nationals during the conflict. They continue to detain at least three of them who have reportedly been charged in Israel with offences including membership of Hizbullah.(15) They have been visited by the ICRC. In addition, the bodies of at least 13 Hizbullah fighters were taken to Israel by Israeli forces and, according to Israeli military sources cited in Israeli media, “could potentially be used in negotiations over the return of [the] two soldiers abducted”.(16)
[..]
Amnesty International takes no position on the broad ideological and political issues underlying the hostilities between Hizbullah and Israel, nor on Hizbullah’s status within Lebanon. The organization has not condemned Hizbullah for carrying out a military attack against Israel on 12 July, nor Israel for launching a military campaign against Hizbullah in Lebanon. However, from the beginning of the war Amnesty International has appealed to both sides to respect international humanitarian law. These rules apply to both aggressors and defenders, to organized armed groups such as Hizbullah as well as to states.”

Ligeledes kunne man i den nyligt offentliggjorte årsrapport læse følgende:
“At least six Lebanese nationals, most of them known or suspected Hizbullah fighters, remained detained in Israeli prisons at the end of the year, while Hizbullah did not disclose the fate or condition of the two Israeli soldiers it had captured. Indirect negotiations for a prisoner exchange were reportedly ongoing between the two sides. Israel suspended access by the International Committee of the Red Cross (ICRC) to the prisoners it held after Hizbullah refused to grant such access to the two Israeli soldiers.”
“An Amnesty International mission is currently in Lebanon to carry out research into human rights violations and breaches of international humanitarian law during the ongoing conflict between Israel and Hizbullah. At least 500 civilians, including many children, have so far been killed in Lebanon and some 18 civilians killed in northern Israel.”
“Thousands of Amnesty International members around the world are preparing to hold mass vigils calling for an immediate ceasefire and end to the killings of civilians in Lebanon and Israel in an unprecedented show of global solidarity with the victims on both sides of the ongoing conflict.”
“Amnesty International has contributed the following written statement to the second special session of the United Nations Human Rights Council, which is scheduled to open in Geneva on Friday, 11 August 2006.
The Members of the Human Rights Council have a duty to address the current human rights and humanitarian crisis in Lebanon and Israel on the basis of the principles of impartiality, objectivity, constructive dialogue and cooperation.”
“As it presents a report documenting Hizbullah’s attacks in Northern Israel, Amnesty International appeals once again to EU Foreign Ministers to call for a comprehensive, independent and impartial inquiry into violations of international humanitarian law by both sides in the conflict.
Amnesty International regrets that the August resolution of the UN Human Rights Council to set up an inquiry only focused on Israel and did not address the violations by Hizbullah.”
“Irene Khan, Secretary General of Amnesty International, led a mission to Lebanon and Israel and the Occupied Territories (including the West Bank and the Gaza Strip) to discuss human rights issues with members of the government and civil society.”
***
Angående Amnesty og spørgsmålet om “right of return”:
“1. In line with international law, Amnesty International opposes forcible exile — when a government forces individuals to leave their own country on account of their political, religious or other conscientiously held beliefs or by reason of their ethnic origin, sex, colour, language, national or social origin, economic status, birth, or other status, and then prohibits their return, or, if they are already outside their own country, prevents them from returning for the same reasons. Amnesty International also opposes deportation from territories under military occupation in all cases.”
“22. The same principles apply to Israeli citizens who were once citizens of Arab or other countries and who fled or were expelled from such countries. If they have maintained genuine links with such countries and wish to return, they should be allowed to do so. They should also be entitled to compensation for any lost property.”

“Amnesty International continues to receive reports of anti-Semitic and racist attacks across the country, despite pledges by the government to end such attacks. The Union of Councils for Jews in the former Soviet Union has reported at least eight attacks against Jews and defacement of synagogues in Ukraine.”
“RUSSIA
Discrimination on grounds of race is a reality for many members of ethnic or national minority groups in the Russian Federation. Victims whose cases have come to the attention of AI are predominantly students, asylum-seekers and refugees from Africa, but also include citizens of the Russian Federation (including ethnic Chechens and Jews), as well as people from the south Caucasus, from South, Southeast and Central Asia, from the Middle East and from Latin America.”
“BELGIUM
There were numerous accounts of Jews, including children, suffering verbal insults, harassment and violent attacks. There were also racist incidents directed against Arabs and Muslims, including asylum-seekers.”
“FRANCE
In May, in a joint statement, AI and Human Rights Watch condemned racist attacks on Jews and Arabs in a number of European countries, including France, and called on the French authorities, among others, to redouble their efforts to combat racism in all its forms and to bring to justice suspected perpetrators of “hate crimes”. In December proposed legislation to increase penalties for offences of a “racist, anti-Semitic or xenophobic nature” was presented to parliament.”
“USA
It seems the prosecutors were still following methods detailed in a training manual in circulation in Dallas County into the 1980s which warned against selecting jurors from minority races, people with ”physical afflictions” and Jews, on the grounds that they ”usually empathize with the accused”. The manual echoed an earlier jury selection treatise, circulated in Dallas County in the 1960s, which instructed prosecutors: ”Do not take Jews, Negroes, Dagos, Mexicans or a member of any minority race on a jury”.”
“IRAN
Since President Ahmadinejad’s election, members of Iran’s religious minorities have also been killed, detained or harassed solely in connection with their faith. Even the recognized religious minorities of Jews, Christians and Zoroastrians face discrimination in law and practice with respect to employment, marriage, and criminal sanctions.”
“TURKMENISTAN
However, religious freedom in Turkmenistan is severely restricted.(29) From early 1997, when re-registration of religious communities was made compulsory, until 2004, only two groups — the Russian Orthodox Church and Sunni Muslims — obtained registration. All other religious groups such as the Adventists and other Protestants, the Armenian Apostolic Church, Baha’i, Buddhists, Hare Krishna devotees, Jehovah’s Witnesses, and Jews were effectively denied state registration making them more vulnerable to government pressure including imprisonment, deportation, internal exile, house eviction and harassment.”
“SERBIA MONTENEGRO
Several times in the past year, anti-Semitic graffiti was sprayed on the building of the Humanitarian Law Centre in Belgrade, including reference to the director Natasa Kandic as a ‘Jewish pawn’.”
“PAKISTAN
Amnesty International is concerned that some members of the religious minorities in Pakistan have been held as prisoners of conscience solely for the peaceful exercise of their right to freedom of religion under laws that are clearly discriminatory. The organization is also concerned that members of religious minorities have been exposed to abuses perpetrated by private persons with the connivance or acquiescence of the government. In some instances, the criminal justice system has failed to provide members of minorities with adequate legal redress for abuses suffered. ”
